It's
a significant day because a Constitution of a country is a mission statement,
the solid expression of our vision and values, which no one can write
overnight.
A
constitution is a set of fundamental principles or established precedents
according to which a state or other organization is governed. These rules
together make up what the entity is.
A
Constitution is a criterion by which we measure everything else in our life as
it gives people the right to pursue happiness. That's why the handing-over
ceremony becomes a momentous event in the history of this great East African
country.
History
shows that a Constitution is inspired and that it is based on principles that
are timeless and universal. Further, history shows that people and countries
prosper when they have solid constitutions that safeguard their liberties.
We
believe that through a solid Constitution we can create the bonds that will
make peace a common cause, we can help each other deliver what we expect:
greater freedom and well-being.
The
proposed Constitution, to state it categorically, is the basis of our
cooperation, ranging from political dialogue to education, science and
technology, environment and climate change to human rights.
The
proposed Constitution embodies all the pillars of a true democracy, which
combines majority rule with respect for minority rights.
It
has the institutions of representation, such as political parties, parliament,
and electoral systems needed to elicit popular preferences and turn them into
policy action.
Indeed,
this proposed law of the land embodies institutions of restraint to make
democracy thrive and survive. Such institutions are an independent judiciary
and media, which uphold fundamental rights like freedom of speech and
preventing government from abusing its power.
As
we witness this important event, we have to continue to learn. We have to be
open. And we have to be ready to release our knowledge in order to come to a
higher understanding of reality.
